PSD2

Due to the recasting of the Payment Services Directive (Directive (EU) 2015/2366 of the European Parliament and of the Council of 25 November 2015 on payment services in the internal market, PSD2) and the revision of the Payment Services Act (ZDG), new legal rules governing the provision of payment services have been in force in Liechtenstein since 1 October 2019. The new rules aim to increase consumer protection in payment transactions and the transparency of payment services provided in the European Economic Area (EEA).

The current provisions are set out in our “General Provisions for Payment Services”.

PSD2 for third party providers (TPPs)

Neue Bank applies the Berlin Group Standard 1.3.6 for payment initiation services and account information services as set out in the Payment Services Directive (PSD2). A test environment – in the form of a sandbox – has been available since 1 October 2020. For a payment initiation service provider or account information service provider to use the PSD2 API, a fixed certificate issued by our banking application manager Finnova is required. To be granted external access to our test environment, please provide us with your IP range. The contact details can be found below.

The API documentation provides a technical description of the individual API functions. The documentation is available only in English.

Neue Bank may deny an account information service provider or payment initiation service provider access to a payment account for objectively justified and duly evidenced reasons relating to unauthorised or fraudulent access to the payment account by that account information service provider or payment initiation service provider, including unauthorised or fraudulent initiation of a payment transaction. In such cases, the client will be informed, in a suitable manner (in writing, verbally, or using electronic communication channels), that access to the payment account is denied and will be provided with information on the reasons behind this decision. That information will, where possible, be given to the client before access is denied and at the latest immediately thereafter, unless providing such information would compromise objectively justified security reasons or is prohibited by other relevant law.
